Olivia Golden is a senior fellow and director of Assessing the New Federalism Project at the Urban Institute, a policy research group in Washington, D.C. From 1997 to 2001, she was assistant secretary for children and families in the U.S. Department of Health and Human Services. She said in a July 24, 2005, commentary that welfare reform has succeeded in getting poor people to work, but more support, including more and better child care, is needed to help people keep their jobs.
